The $1.6 billion initial public offering of Dangote's Lagos refinery could expand Nigeria's pool of active stock market investors several times over, according to the chief executive of the Nigerian Exchange Group, in a report by CNBC Africa. Roughly 5% of Nigerians, about 12 million people, already participate in capital markets in some form, but only a few hundred thousand trade regularly, and the exchange expects the refinery offer to push that active base to three to five times its current size.

The exchange is also using the sale to tie Nigeria's market more closely to others across the continent, pursuing depositary receipt arrangements, some already in place and others awaiting approval, with bourses in Egypt, Kenya, Botswana and Ethiopia. To reach first-time investors directly, the offer is being marketed through WhatsApp, point-of-sale terminals and even basic mobile phones, channels the exchange says could let it skip past years of traditional investor outreach. Dangote Petroleum Refinery and Petrochemicals has already extended the IPO's application window to October 27, citing strong demand from investors across Africa.
